SPOOTLIVE – Keterlibatan Indonesia dalam Board of Peace (BoP) bentukan Presiden Amerika Serikat Donald Trump pada awal 2026 bukan sekadar langkah diplomatik simbolik. Keputusan ini lahir di tengah tekanan ekonomi yang nyata, ketika nilai tukar Rupiah terperosok hingga kisaran Rp16.900–Rp17.000 per dolar AS pada Januari 2026. Ancaman tarif agresif Amerika Serikat terhadap negara-negara BRICS di mana Indonesia resmi menjadi anggota penuh sejak 2025 memaksa pemerintah mengambil strategi mitigasi berlapis.
Secara teoritis, langkah ini dapat dibaca sebagai political hedging, upaya menempatkan Indonesia tetap relevan dan terlindungi dalam peta kekuatan global yang semakin transaksional. Namun di balik strategi geopolitik tersebut, muncul paradoks besar yang justru menekan sektor paling dekat dengan masyarakat: pemerintah daerah, SDM lokal, dan iklim perizinan investasi.
Depresiasi Rupiah berdampak langsung pada struktur biaya dunia usaha, terutama sektor yang bergantung pada bahan baku impor. Dalam perspektif Manajemen Sumber Daya Manusia (MSDM) strategis, fenomena “dolar kuat” memaksa perusahaan berada pada persimpangan sulit: mempertahankan kualitas SDM dengan biaya tinggi, atau melakukan efisiensi yang berujung pada pengurangan tenaga kerja. Koreksi IHSG hingga 5,3 persen ke level 8.502 pada pertengahan Januari 2026 mencerminkan kecemasan pasar terhadap risiko kebijakan global dan ketidakpastian biaya ekonomi nasional.
Pemerintah pusat berharap keanggotaan Indonesia dalam BoP mampu meredam efek lanjutan dari Trump Effect, terutama arus keluar modal asing. Dari sisi makro, sinyal “keamanan politik” bagi investor Amerika dan sekutunya memang terbaca positif. Namun stabilitas makro tidak otomatis menjelma menjadi kemudahan di tingkat mikro. Di titik inilah Pemerintah Daerah (Pemda) diuji secara nyata.
Meski kebijakan luar negeri sepenuhnya berada di tangan pemerintah pusat, implementasi investasi tetap bergantung pada Pemda melalui Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP). Ketika risiko nilai tukar meningkat, investor menjadi jauh lebih selektif. Daerah dengan birokrasi lamban, SDM aparatur yang tidak adaptif, dan perizinan berbelit akan tersingkir dengan sendirinya. BoP boleh memberi payung geopolitik, tetapi iklim usaha di daerah tetap menjadi penentu akhir keputusan investasi.
Di sisi lain, Pemda juga menghadapi tekanan struktural. Penyelarasan Rencana Pembangunan Daerah (RPD) 2024–2026 dengan kebijakan nasional tidak bisa lagi bersifat administratif. Depresiasi Rupiah memaksa daerah memikirkan ulang strategi insentif lokal, kesiapan tenaga kerja, hingga produktivitas ekonomi wilayah. Jika daerah gagal mengelola human capital readiness, investasi akan terkonsentrasi hanya di wilayah tertentu, memperlebar jurang ketimpangan regional.
Paradoks lain muncul dalam ranah regulasi. Keterlibatan Indonesia di BoP berpotensi mendorong kebijakan yang lebih tersentralisasi secara politis. Di satu sisi, ini dibutuhkan untuk negosiasi global. Namun di sisi lain, pendekatan top-down kerap berbenturan dengan semangat otonomi daerah. Data Nota Keuangan 2026 menunjukkan APBN disiapkan sebagai shock absorber, tetapi efektivitasnya sangat bergantung pada kemampuan daerah menyerap dan mengelola dana transfer tanpa menambah beban pelaku usaha lokal yang sudah tertekan oleh kurs dolar.
Kondisi ini menuntut revolusi MSDM di sektor publik daerah. Aparatur sipil negara tidak lagi cukup berperan sebagai administrator perizinan, tetapi harus bertransformasi menjadi mitra strategis investasi. Kecepatan, kepastian, dan transparansi pelayanan di daerah kini menjadi nilai tawar utama untuk mengimbangi risiko makroekonomi. Keuntungan geopolitik seperti penurunan tarif perdagangan menjadi 19 persen dari rencana awal 32 persen tidak akan berarti jika terhambat di meja birokrasi lokal.
Secara struktural, hubungan antara kebijakan luar negeri, stabilitas Rupiah, dan perizinan daerah membentuk rantai nilai yang saling terkait. Ketika Rupiah melemah, biaya utang dan operasional meningkat, anggaran pelatihan SDM terpangkas, dan daya saing nasional tergerus secara perlahan. Tanpa sinkronisasi yang solid antara pusat dan daerah, Indonesia berisiko hanya menjadi objek dalam permainan geopolitik global, bukan aktor yang diuntungkan.
Pada akhirnya, posisi Indonesia di Board of Peace adalah pedang bermata dua. Ia bisa menjadi pelindung dari tekanan tarif global, tetapi juga menuntut konsistensi regulasi dan kesiapan institusional hingga level daerah. Bagi investor, stabilitas perizinan dan kualitas SDM jauh lebih menentukan daripada fluktuasi mata uang semata. Pemerintah Daerah yang mampu beradaptasi dengan birokrasi efisien dan tenaga kerja kompeten akan menjadi pemenang dalam kompetisi investasi di era ekonomi Trump 2.0.
